As earlier indicated, the State and Government are closely related. The relationship between a State and Government can be summarised below:
1. The notion of government is narrower than of the State. The State includes both the government and the governed.
2. Government is only the machinery through which the purpose of the State is to be realised.
3. The State is relatively more permanent than government. The government of a State changes frequently.
4. Sovereignty is a characteristic of the State and not government although it is exercised by government on behalf of the State.
